Director of Behavioral Health

Job Summary: The Director of Behavioral Health is a position that provides administrative leadership to the Behavioral Health Division of Omni Family Health. The Director of Behavioral Health guide Behavioral Health division’s functions and is responsible for all functions of the staff under this Division. This involves development of the Program, its policies and procedures, and maintenance of an effective and efficient behavioral health delivery system that is compliant with all State and Federal regulatory expectations, including the guidelines, associated with HIPAA (Health Insurance Portability and Accountability Act) of 1996 Privacy Rules. Additionally, The Director of Behavioral Health ensures compliance of department goals and objectives, and OFH policy and procedures. The Director of Behavioral Health also ensures compliance with the essential job functions, as defined under the Americans with Disabilities Act. The following list is not intended to be a comprehensive list of all elements and only provides a general overview of duties; it is intended to provide a representative summary of the major duties and responsibilities.  This position may not require performance of all the duties listed, and the Director of Behavioral Health may be required to perform additional, position-specific tasks.  Additionally, the Director of Behavioral Health is required to be familiar with the functions of California Behavioral Health service delivery system, to have demonstrated commitment and ability to arrange provision of such services for persons with behavioral health needs, and to have general familiarity with the criminal justice system, understanding its interface with the community’s behavioral health services is required.

Job Duties: 

  1. Manage and direct the daily activities of the division through appropriate delegation, managerial support, and work supervision.
  2. Plan, prioritize and assign tasks and projects; direct the development of performance standards, approve promotions and terminations.
  1. Responsible for interviewing, hiring, and training employees; planning, assigning, and directing work; addressing complaints and resolving problems.
  2. Ensure the completion of all required paperwork, records, documents, etc.
  3. Monitor operations and procedures; evaluate division and program issues, recommend and implement solutions.
  4. Develop, evaluate and implement division goals, objectives, policies and procedures; develop a system and standards for program evaluation; assure divisions activities are in compliance with all laws and OFH policies and procedures.
  5. Knowledge and understanding of cultural and ethnic diversity issues especially pertaining to the delivery of behavioral health services.
  6. Knowledge of protocols and practices in behavioral healthcare, and principles of psychotherapeutic techniques and procedures, including the Diagnostic and Statistical Manual (DSM V).
  7. Coordinate information and assure effective communications with other OFH divisions.
  8. Serve as information source and liaison between the division and various state and regional organizations and agencies, serve on committees, task forces and other groups.
  9. Develop and enhance cooperative professional relationships with local community agencies.
  10. Ensure compliance with all safety and work rules and regulations. Ensure the maintenance of departmental housekeeping standards.
  11. Ensure that all grant reports are submitted to various agencies on time.
  12. Supervise Tele-Psychiatry, and Tele-Therapy.
  13. Ability to organize written materials in cogent and relevant manner to a variety of agencies and groups.
  14. Ability to conduct public relation activities on behalf of OFH services.
  15. Ability to establish and maintain positive working relationships with referring agencies and other establishments.
  16. Ability to work and be effective as a supervisor and to adapt to various job duties.
  17. Ability to participate in other special projects as assigned.

Additional Duties:

  1. HIPAA compliance - Responsible for maintaining abreast of and in compliance with all HIPAA regulations and requirements. Treats all member information confidential.
  2. Compliance - Ensure compliance with all local, state and federal regulations.
  3. QA/QI - Participate in QA/QI activities and contribute towards the overall performance improvement of the organization.
  4. IT - Required to learn and use the Electronic Health Record and Practice Electronic System and its components. As required by the job functions and highlighted in the Policies and Procedures. These components include NextGen, PMS, QSI and other electronic features, as they are developed and implemented, as applicable to work environment.
  5. All employees will participate in Patient Centered Health Home Model at Omni Family Health.

Qualifications, Experience, and Education:

 Doctorate in Behavioral Health Science and five to seven years related experience; or a combination of education and experience in a clinical setting. Community Health Center experiences are preferred but not required.

  1. Valid California Driver’s license and have own transportation.
  2. Bilingual in English/Spanish preferred but not required
